Job Summary

The incumbent serves as the Geographic Information System (GIS) and data visualizations lead in support of surface water monitoring and assessment activities. As the lead, the incumbent will conduct data management, analysis, and develop visualization products of surface water data for purposes of supporting the watershed approach including the Impaired Waters Viewer and Assessment Assistant, the Long-Term Biological Monitoring Network, the National Aquatic Resource Surveys (NARS), and other projects. The incumbent will work extensively with AGOL, ArcGIS Pro and Field Maps to manage and visualize spatial data. Data manipulation and analysis may involve the use of SQL, Arcade, and Python coding languages. The incumbent will support the development and maintenance of Survey123 field forms and other data collection platforms and will develop and maintain spatial water quality projects of large and complex scale. A key function of this position is to ensure that the data used for water body assessments and other water quality analysis are accessible and usable by program staff to effectively and efficiently meet program goals.

Qualifications

Minimum Qualifications

Bachelor's degree in GIS/Geography, Environmental Science, Hydrology, Natural Resources, Data Science, Computer Science, or a closely related field

AND

Three (3) years of advanced professional-level experience performing GIS-based data management, analysis, and visualization for environmental, natural resources, or water-resources work.

All candidates must have:

Good communication skills, interpersonal skills, collaboration skills, and planning/organization skills sufficient to perform senior-level professional work.

Advanced technical and administrative writing skills.

Possess a valid Driver's license (see additional requirements).

Preferred Qualifications

Advanced ArcGIS Pro/AGOL skills, including publishing web maps/apps (Dashboards, Experience Builder) and content governance.

Proficiency automating workflows with Python (arcpy/ArcGIS API) and/or ModelBuilder; practical Arcade for expressions.

Hands-on with Survey123 and ArcGIS Field Maps (form logic, schema, deployment, data flows).

Strong spatial analytics and hydrologic/watershed workflows (DEM conditioning, delineations, network analysis).

Database design and stewardship for large environmental datasets; enterprise geodatabases and solid SQL.

Clear, user-centered cartography/data storytelling for technical and public audiences; accessibility-aware design.

Physical Requirements

Requires occasionally lifting and/or carrying such articles as file folders and boxes, tools, or heavier materials with help from others and/or moving light objects frequently. A job in this category may require maintaining a stationary position to a significant degree or may involve a certain amount of moving necessary in carrying out job duties.

Additional Requirements

A driver's license is an essential function of this position. This requires possession of an unrestricted Class D Driver's License. The job offer is contingent on confirmation of a valid driver's license AND a satisfactory DLR check. Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
