Job Description

GENERAL DESCRIPTION:

This position provides the frontline presence of state mining regulation with the regulated mining community of SE Wyoming. The position is a lead worker subordinate to the Land Quality Division, District 1 Supervisor. This position will coordinate and conduct the mining regulation activities associated with Wyoming mining laws. ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level. Develops, coordinates, and performs environmental compliance assessment audits/inspects and writes detailed reports. Inspect and report on Land Quality Division-regulated operations to ensure compliance with the Wyoming Environmental Quality Act and Wyoming mining rules & regulations. Review and analyze mine authorization and permit proposals to ensure compliance with the Act and mining rules & regulations. Manages an environmental program. Delegates work responsibilities to subordinates. Process permit applications and petitions for completeness and compliance. Makes independent judgment of compliance through inspections/interpretations of regulations & reports. Identifies compliance issues with state-wide entities. From an environmental perspective, may review, analyze, evaluate, and interpret technical (biological and physical science) land, water, and/or property data. Conducts field inspections and writes detailed inspection reports. Makes recommendations with respect to the technical data reports and enforcement issues. Recommends level of enforcement responses, penalties, and settlement terms. Answers technical questions related to policies, procedures, and statutes. Mediates disputes between appropriators. Conducts and evaluates moderately complex modeling of pollutant transport in the environment. Measures, monitors, regulates, and manages resources, and utilization in accordance with applicable laws, regulations, and court decrees. Trains junior staff and is responsible for their work. Inspects facilities, structures, and permits for compliance, completes engineering and may complete hydrologic analysis; mediates disputes. Represents the agency in meetings with various State, Federal, and private entities. Makes presentations to various interest groups. Conducts complex analysis of problems using data collected through physical measurement and inspection. Some agencies may have some law enforcement authority. Process proofs of appropriation for adjudication; review plans. Collects, qualifies, and publishes records using scientific equipment. Mediates mid-level disputes between contractors and consultants. Participate in the decision-making process at the mid-management level. Manage multiple complex projects for corrective action/reclamation activities. Participate in the decision-making process at the mid-management level. Analyze complex environmental data and draw conclusions. Apply professional judgment in the interpretation of formulas, templates, or standards as applied to technical data or information and make recommendations based on results.

PREFERENCES:

Preference will be given to a candidate who has a Bachelor’s Degree in Biological or Physical Science and a successful internship with the Land Quality Division.

KNOWLEDGE:

Basic knowledge of the Land Quality Division mine permitting and mine regulation program. Practical knowledge of basic word processing, GIS/GPS, and field-capable programs and devices.

MINIMUM QUALIFICATIONS:

Education: Bachelor's (typically in The Sciences) Experience: 0-3 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist OR Education & Experience Substitution: 4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist Certificates, Licenses, Registrations: None

PHYSICAL WORKING CONDITIONS:

Inspection of surface mine sites involves over-the-road travel and foot traversing mine sites that involves negotiating uneven terrain. Most inspections are conducted during the growing season (April through July) however, some may need to be conducted during shoulder seasons.
